Taking account of the core problem and challenges, the stakeholders have co-developed a high-level vision and 6 goals which this plan, when delivered, seeks to achieve:

Using Isenberg’s ecosystem approach as a framework, the six sections of the actions have been defined to:

1. Policy - Develop and deliver a 10-year action plan with clear governance and strong leadership (this plan)
   

2. Finance - Curate a healthier investment ecosystem - staged funding with clear gateways / progression 
   

3. Supports - Create an integrated, whole system tech support offer with many front doors
   

4. Culture - Develop and deploy a single narrative promoting South Yorkshire as a destination for tech businesses
   

5. Markets - Enable tech startups and scaleups to seamlessly access local, regional and international markets
   

6. Human Capital - Ensure that tech talent and skills requirements are well understood and accounted for / addressed in regional skills plans.
